What is RFATS?

RFATS is the Rock Hill – Fort Mill Area Transportation Study, which is the metropolitan planning organization (MPO) for the eastern urbanized portion of York County and the panhandle of Lancaster County, South Carolina.  RFATS coordinates continuing, cooperative, and comprehensive transportation planning activities within the urbanized area, in cooperation with the South Carolina Department of Transportation (SCDOT), the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), among other federal and state agencies.  The overall goal of RFATS is to plan the most efficient, responsive, and cost effective transportation system for the movement of people and goods in the urbanized area.

What are the key documents produced by RFATS?

There are three major documents that an MPO is required to develop and keep updated as projects and funding progress.  These are the Long Range Transportation Plan, the Transportation Improvement Program, and the Unified Planning Work Program.

The RFATS Long Range Transportation Plan is the central planning document for the region’s transportation system.

The RFATS Transportation Improvement Program outlines the planning objectives, priority status and funding source for all projects scheduled for construction over a five year period.

The RFATS Unified Planning Work Program is developed biennially and documents all major transportation planning and related activities within the RFATS Study Area for a two year period.


How is funding determined for RFATS?

The SCDOT Commission determines the funding priorities for the federal-aid program following each new federal highway bill and annual appropriations act.  This includes the funding level allocated to MPOs and COGs.  The allocation between urban and rural federal-aid funds for MPOs and COGs is called Guideshare funding and this funding is based on study area population.  For more information regarding the SCDOT Commission, please click the link below.
